City Manager James Fisher
James Fisher began his tenure with the City of Levelland on October 1, 2023. James has dedicated 33 years to municipal leadership, serving the Texas cities of Bee Cave, Murphy, Forney, Brenham, and Silverton. James believes that public service is a privilege and that the public trust should never be taken for granted. James has built a reputation of collaboration amongst community leaders, having demonstrated the ability to seek out and ask the hard questions, listen to understand and then following up with the best recommendation/decision for the success of the community and the stability of the City moving forward. Having successfully negotiated numerous economic and development agreements resulting in strong business opportunities, James has continually worked to enhance the quality of life within his communities while also providing a strong, reliable revenue source for the cities’ budgets.
James has proven himself in the areas of strategic planning and visioning, leading by empowerment, decisive management, team building and servant leadership. By promoting a focus on “continuous improvement”, James has supported his employees in reaching beyond their potential to achieve results, both professional and personal. This encompassed professional promotions, college degrees, certifications, and strengthening of their workplace and personal relationships.
A past recipient of the Texas City Management Association (TCMA) Administrator of the Year Award, his career is complemented with a Master of Public Affairs (MPA) from UT Dallas, a Bachelor of Business Administration (BBA) from West Texas State, and graduation as a Certified Public Manager and ICMA Senior Executive.
James has been married for 33 years to his wife, Christi Beth. They have two adult children, Audrey and Daniel. Audrey is married with two amazing kids and Daniel is married with one amazing kid due in June 2024. James is the President-Elect for the TCMA Region 2, serves on the TML Small Cities Advisory Council, is a member of the Levelland Noon Rotary Club, serves on the Levelland Chamber Board of Directors and is a member of First Baptist Church in Levelland. In his free time, James enjoys traveling, spending time with his wife, kids and grandkids, exploring nature sites, laid back time on the coast and the Boston Red Sox.

The City Manager is the head of the administrative branch of the City Government and is responsible for the proper administration of the affairs of the City. The City Manager also:
- Submits the annual budget
- Implements the policy direction established by the City Council
- Advises the Council on matters affecting the City
- Administers and oversees City operations on a day-to-day basis
- Monitors the City's financial position
Assistant City Manager
The Assistant City Manager:
- Assists the City Manager with the daily workgins of the CIty
- Assists with the annual budget
- Advises the City Manager and Council on matters affecting the City public works and infrastructure
